The proposed framework, presented to Ukrainian President Volodymyr Zelensky by Army Secretary Dan Driscoll, includes U.S. recognition of Russian control over eastern Donbas, freezing battle lines in other regions, and requiring Ukraine to limit its armed forces and pledge permanent neutrality, codifying a ban on joining NATO. European officials have expressed concern, while a senior U.S. official claimed Ukrainian officials had given "positive" feedback to elements of the plan, a claim Ukrainian adviser Rustem Umerov has denied.
